In England, up to 12lbf is free for all to use. Over that a Fire Arms Certificate is required.
In Scotland there is a blanket requirement for a Licence regardless of the velocity.
If our new friend, who has probably wandered off, wondering what he has come to, was to travel from the Isle of White with a perfectly legal air rife in England, then the moment he crossed the boarder, he would be breaking the law.
