According to the article, 28mm is equal to 1:58 so to convert, measurements at 28mm should be multiplied by 3.625 to get to 1/16 scale (I think - someone please check my math as it's not my strongest suit, that's why I worked in computers to get them to do all the donkey work). Pretty sure it's 3.625 but (big but) doesn't the "mm" scale depend slightly on the reference height of the figure? Ah, Alwyn's link explains it - I always thought the "average height" varied a bit.
