Is there a decant universal speaker available or made to fit a specific tank, I need speakers for TORRO STURMTIGER, JAGDTIGER, JAGAPANTHER & HOOBEN ELEFANT

You need to match the resistance of the speaker to the electronic board you are using. 4 or 8 ohm makes a difference. If you use a 4 ohm speaker with a board designed for 8 ohm, you stand a good chance of blowing the speaker. The other way round and you will lose volume.

What kind of electronics are you running, Andy? They've got both 4 ohm and 8 ohm boxed speakers at rctank.de, they'll just plug in and should fit any of your big cats.
