I think that the neat part about this method is that the weld occurs as soon as the rotating pla generates enough heat to melt both itself and the parts. As there is no external heat source, there won't be any heat damage to the original part. It's quite clever really, someone needs to invent a filament feeding mechanism for a rotary tool, that would be excellent.
