Are you referring to the road wheel center caps?
In this pic the rear most wheel to the right has a center cap or hub cap. The rest of the wheels show Under the Hub Cap where the Silver Screw is located to Remove the Wheel.
Here you see him using a socket Only to press the Wheel Center Cap or Hub Caps on by pressure and held on by friction.
Here the Road wheel Center Caps or Hub caps are reinstalled.
Here hopefully if you watched the full video you can see all of the Road Wheel Center Caps or Hub Caps reinstalled after he upgraded from plastic wheels and track to metal.
Usually Wheel Center Caps or Hub Caps are pressed in as shown in the video above and held in by friction.
BUT since this tank you have, If I remember Correctly from your other postings Here and Other Forums you just picked up from a shop, it didn't work and you didn't know it's previous history,,,
It is entirely possible that the previous owner glued or otherwise secured the Center Caps or Hub Caps On. Because they should Pry off as shown in the previous videos or using a flat head screwdriver without much issue.
Regardless unless someone else with experience with this particular model and issue chimes in, (again why it's a good idea to start a new post topic with a descriptive title of what you need help with , again Not "Painting") that you likely Must remove the Road Wheel Center Caps or Hub Caps to remove said wheels.
OR, if you can't remove the wheels, just paint with the wheels on.
