My guess is that you have reversed the polarity on the switches, or shorted the switch terminals. This will blow the RX18, and cause the IBU circuit protection to cut in.

Do one at a time, check that each board works, and then solder them both up.

For what it is worth, I tried this with multiple RX18's and those tiny motors, and the battery drained in minutes. It really needs separate batteries for each board, as you only have 7.2v to start with. As soon as it drops the IBU low current detection will shut the board down. The RX18 will shut down at 6v.
