Possibly, depends on the carrier and how zeolous they are about collecting import duty - I swear that UPS only collect import duty & vat in the UK because they can justify charging you their processing fee (10 quid no matter what amount!) for the privalage!!

I've had 150 quids worth of battletech minatures delivered by USPS with no fees but got stung for import duty + VAT (20 quid) on 30 quids worth of NFL Jerseys that came via UPS!

I had some stuff delivered from Japan, only got charged the actual postage with no import charge/vat, suppose its like you say, who carries it and what the customs feel like on the day :(
