There's lots of good advice here. I have been paying attention, too, as even after twenty years of repainting RC Tanks, I have a lot to learn. See also viewtopic.php?p=378986#p378986 regarding WWII German primer colors/colours.

I'll stick on TS-4. But I'm still deciding on TS-3 or TS-4.

I just googling for photos. then i sort of discover this one.

Top pic is a self etch primer used to stop rust after years of neglect out doors. in a museum.
Its an L48 gun, added armour, all steel return rollers, a Late IV say mid 44 for sure.
I saw this same effect on almost every vehicle in The Aberdeen Proving Ground back in 2011 when I visited.

The bottom is a monument, a Late Pz IV (idler and exhausts) again a post war expedient.
Might as well have racing stripes!!

The Dunklegelb base change order was issued in Feb '43 with the advent of the Schurzen being April 43.

I totally understand your like for a dunkelgrau PZIV although no way I use the way too blue TS-4 so rather than planning for Schurzen spend even less money and get an earlier version smaller Gun. Lots of great aftermarket ones and this is the place to ask for help.

For Smaller Gun the Yellow/Desert One, But Both of those Panzer IV *Type F and Type F2, Are currently on sale of one of site. and they're both at Same Price ($199AUD). But I would prefer get big gun (Type F2).

Question still remain that I'm still unclear is.

Do I need to apply primer paint before painting the TS-3/4?

Yep. Big Gun, but with Side Armors. As Heng Long Type F is small gun (short barrel i think) when there's another one with gun like that is Type F2.

Pictured is F2.
Then it was designated a G.
When it was a G, then it had skirts.
But a G was always base painted Dunklegelb.

I would say you're fine to spray over the HL without primer. Try a bit on the bottom to see if there's any adverse reaction.
If you want a PZ4 with the long gun, and turret and hull sideskirts in gray, then go for it. It's your tank. Just be ready for folks to tell you that it's incorrect. Meh, the Heng Long turret is apparently the worst in the business (I'd still buy one, especially the short 75mm), so have fun with it and make it your tank.
