Thanks for the advice, I will try cleaning them up but tbh the debonder seems to have reacted with the paint/plastic of the wheels so I'm not hopeful. I have managed to get in touch with cool bank and they have said they can supply all new wheels for $22. Next time I will go very careful with the glue, and also take more notice of what glue it is I'm using!

It’s good that you can get the wheels separately, saves you buying another complete tank, so not a bad outcome overall. If you don't buy expensive deborder from ZAP, then the drugstore sells the miracle drug Dimexide.......

Acetone would be the other debonder of choice but I think it would have eaten the plastic as well. Whatchagonnado? My mistakes have frequently topped $22!
I'd suggest a few teeny tiny blobs of silicon caulk or goop glue to hold on the caps, but only enough that prying them off is easy.

I use PVA wood glue for parts I may need to remove at some stage or the water resistant PVA for parts that may get wet like the wheel centre caps, it dries clear so isn’t visible when dry & is easy to clean up using water during & after application.

I swear by PVA glue to retain loose parts that need to be removable.
