From the photo, it appears that some short-sighted
shade tree engineer has arranged for the tracks to work. In fact, as wretched as it appears, the thing might even run, maybe... perhaps... nah!

I did pass up a Tammy Centurion a while back , just not my vibe at the time.

That is a nice little short wheelbase runabout 
It looks like it was made into a “runner” to make it easier to transport/move it - although probably only for a short distance..
