Gloss coat under the decals removes the shine. Then Flat Matt over them.

The gloss provides a smooth surface so you don't get "silvering" under the decal--that silvery mottling you see especially in the clear areas and edges of a decal over a rough matte finish.
Thought it was "slivering" the first time I saw it as a nerd in the high school library reading the scale modeling mags. Slivering? WTH?!
