Not always, German Armour of WW2 yes BUT a Grey primer undercoat was often used on allied armour and Soviet armour of WW2 would sometimes leave the factory with a top coat only and sometimes in bare metal, Unless someone knows otherwise I would spend time researching my Tank to find its history.

All the info points to German vehicles being prepp'd in a red-oxide primer, especially in the pre and early war years.
If you are thinking of doing that on your Tamy Tiger rescue, I vote absolutely YES for the red oxide primer basecoat.
