You have two options.

1. Resolder the wires to the board.
2. Bypass the board and solder the ends together.

Why is the board there?
I think it is purely to make production easier, the reason being that the board handles the lights, and the elevation motor, and they share a power supply via the board.

How to understand the wiring?
Start at the wires that come off the 8 pin plug.
Looking at the plug you should see two wires at one end that go to the turret rotation motor. Usually Red/Black (+/-).
I will call these 1 & 2.

3. Barrel Elevation motor (-)
4. Airsoft (-)
5. This is the (+) power supply that is shared by pins 3 & 4.

6. Shared power supply for the Lights/Machine Gun light (+)
7. Lights (-)
8. Machine Gun light

The little board that the wires have fallen off is for pins 3, 4, & 5.
So, at the moment your barrel will not go up and down, and your airsoft will not work.

To fix it, without referring to colours (as the HL people change their colours regularly):

The positive wire from pin 5 on the 8 pin plug goes to the middle of the three contacts.
To figure out which is the elevation motor wire, hold it against one of the other two and push the left stick up. When the barrel moves you know you have the correct contact.
The other wire goes onto the other side.

Personally I strip everything out and create direct circuits to the 8 pin socket, it is far more reliable.

The shared circuits in these tanks make them seem horribly complex, but in reality they are simple. All tanks only have a few functions, and all that is needed is a power (+) and a return negative (-) for each function. The 8 pin socket handles everything bar the drive motors.

If you wanted to be brave. You could rewire it as:

1. Turret motor +
2. Turret motor -
This is already done.

Remove all wiring from the airsoft gun.
Remove all wiring from the elevation motor.
3. Elevation negative
4. Airsoft negative
5. Airsoft/Elevation positive.

Cut the jumble of lighting wires so that you are left with one positive and one negative wire that reaches the 8 pin socket.
Solder the positive from the machine gun led and the lighting circuit together.
6. Solder this to pin 6.
7. The negative from the lighting circuit.
8. The negative from the machine gun.

Heatshrink is a good idea!
