Did Rustoleum Acquire Testors?

This is a can of the Model Master I've been using for a base coat on German armor for years.

and the UPC code



Now here's the can I got today at the hobby shop, it still says model Master but they've added the "American FS"



The 1955 has now changed to 195506, but the FS number and UPC number are still the same



so here's the kicker



and a close up so it's even easier to see it now says Rustoleum



So does anyone know anything about this? I haven't heard anything about Testors selling all or part of the business, so I wonder ...

Sounds possible. I noticed this the other day while picking up some more medium green, I've been hesitant about using it on the current truck build on larger parts. Just about out of the older stuff so I'll have to risk it.

rust-olium has been the parent company for a few years now, must be at least three.
I was reading a thread in a forum over two years ago, where the posters were complaining about different Model Master colours being discontinued, and one member had posted a reply he got from rust-olium about the reasons. Not enough interest from the purchasing public.

I did notice that the original tin mentions the VOC content, but not the second tin. In Europe and some non European countries, VOC's have been banned in paints amongst other things, sadly this has had a detrimental effect on oil based paints as compared to water based paints. Paint manufacturers have struggled with alternative compounds. Oil based whites for instance are more prone to yellowing than they ever were before.

That probably accounts for why Tom is stating he has already been using the second tin for a while. And old stock would have been sold off in countries like the States, hence the delay in noticing the change.
