Not sure how this works, whether I've been selected, or it's across the board (terms and conditions say "targeted eBay users"), anyway, I've been offered this today when I was looking on eBay. I thought I'd share just in case it is for all and I wouldn't want you lot to miss out, also, they may be doing this for various people at different times, so, best to keep an eye out.
There was a tab at the bottom of the page (the same colour as this picture) when I was browsing, when I clicked on the tab, I got this. . . .
I've obviously blanked out my personal discount code.

That's a shame, I was hoping more people would have it, and I didn't want anyone to miss it.

Mind you, I didn't notice it till I was actually looking at an item.
