It's training and a lot of luck, as well as how well trained the enemy is. If the guy with the RPG knows exactly where the weak point is, and can fire accurately, then he can make the most of his weapon. If the tank crew are slow to react and badly trained, they will make the worst of theirs. The guy with the RPG can see the tank, but can the tank crew see him?
