Finally installing the IBU3 and now
I'm currently converting my MK 3 Pro to be used on the IBU3.
Fan wires to SMP and heater wires to SMR. Yes?
Also, is it safe to use a voltage regulator between SMR and the TARR's heating element? How high of a voltage is safe?

Hello,
The wiring as you said are correct, fan wires to SMP and heater wires to SMR.
TARR MK3 is designed to run at 2S Li-Po, if you don't exceed 8.4V can run as is.
If you plan to run 3S Li-Po there's a risk to overheat the heating element, in this case a step down voltage regulator should be used.
