Before I copied it I decided to check a few Photographs,
I never found a single picture showing such a bar they were all either a stub or an elongated loop,
I knew you would all want to know that vital bit of information.

Panzer 4 front fenders.
When I was changing the Heng Long Front Fenders on my Panzer 4 for "WOZ"--"Shapeways" working versions I noticed that the Moulded "Bar" on the Heng Long fenders that are used to lift the Fenders up and down was almost the same length as the front fender,

Comparison pictures? I know the HL/Taigen front fenders aren't quite right, but I'm having a hard time visualizing what you're describing.
