That is the "NOTEK" front convoy light, It is available in a LED fitted upgrade version if you shop around.

Operationally the headlights and tail lights would be switched off and the rear convoy light and the Front Notek light would be switched on.

The Notek lights are designed to minimise light, so that the tank can be seen but does not throw a beam out, which would be seen by enemy aircraft. The rear one is quite clever, it has a flap on it that is used for daytime/night time use. That one is designed so that the tank behind will see different colours depending on how close they are following, thus avoiding them driving into the back of each other in the dark.
