Out of curiousity, what was the second step-up you tried Tao? I'd like to take your advice and try one to get my Tarr running better.

SUNROM DC To DC Step Up Boost 4A XL6009
There are a few that look the same but this one seems to work best it is $ 5.99 on Amazon.
I like the step up for the TARR as you can fine tune the smoke production based on the fluid you use
or just how much you need then tweek the fan or in my case the small speaker for smoke volume/output.

Cheers Tao, I'll check it out.
EDIT: Managed to find them for $1.89 on eBay. Can't argue with that!
