They're basically just a press fit - you might be able to tap them out from inside, but probably best to gently prise them out, I was replacing the idlers on one of mine with metal ones any way, so I could afford to be brutal and smash the idler out of the way and then pull the pin from the outside!

Depends , later Heng Long Tiger has a small hole in the centre of the idler wheel, use a thin pozi/philips driver through the hole to remove the self tapper.If its an earlier one then I found removing the tracks and using a thin blade to seperate the two halves of the idler wheel then gripping the end of the axle with pointed pliers and gently twisting it out. Later idlers have a metal bush pressed into them and the centre hole is a larger diameter, think they are 4mm i/d while older ones are 3mm i/d .
