Gearboxes

Many gearboxes or motor/gearbox combinations are labeled as 3 to 1 or 4 to 1, can someone let me know what this refers to as I don't think it can be the gear ratio.

Rate of rotation... one spin of the motor pinion... transferred either 3 or 4 times down :D
