Welcome to the forum, Perhaps the best place to start needs a bit more definition. Are you knowledgeable about tanks in general and specifically tanks of WWII?
Or does your interest and knowledge concern more modern armor? Do you wish to build from a kit,or modify from a ready to run tank?
Here on the forum in the venders section their are several post about popular venders, look over the sites and perhaps this will enable you to see what is available in this hobby and perhaps we can then help you to find the right starting point and the best options for your needs.
Search e-bay as many tanks are sold their,I'M not advising you to purchase from e-bay,but it is a good place to see the different versions, some search names are Heng Long, WSN, Torro, Matorro and of course Tamiya believed by many to be the best and normally sold as a kit.,
Best regards,Saxondog

Hi blasterboy,
Welcome to the forum
There are only a few who are talented (and brave) enough to build something totally from scatch, I think most of us build from kits or upgrade ready to run tanks. personally I only build Tamiya kits and upgrade them during the building process with the many aftermarket parts available and just scratch build when I really have to
As sax says, have a look around the site to get some ideas of which direction you want to go.
Have fun

Hi blasterboy,
Welcome to the Forum..
I have to agree with what 'Saxondog' has said.........and to add....If you intend to 'Start' with a scratch-build...then do you have modelling experience in other types or scales ??....and then to agree with 'Sparks'.......A scratch-build is a very difficult task even for an experienced builder...so it would probably be best to start with buying an R/C tank and then modifying it
First....and if you find that easy then maybe start looking at some of the builds that have been done by others on the Forum.
There is a search box located in the top right hand corner of the main Forum banner which is very useful but if that doesn't help then please just post a question and someone is certain to come along and help you out soon.
