Vallejo Acrylics

Hi all,
I generally use Vallejo game colours for hand painting and Vallejo Air colours with my airbrush but I have just stumbled across a Vallejo rust and oil kit which consists of four fine coloured pigment powders for weathering.
Has anyone used these pigment powders and what is the best way of applying them as I have not tried them before?
Because they are acrylics they can be mixed with water and the acrylic thinners, but dry brushing was mentioned along with some other medium that is used first before applying the pigments.
Any help would be appreciated.
