Hello Chris,
It strange one this, like yourself I intended on making a purchase some time back from Axels in Germany. It was for a 120mm Figure. They wanted the same postage price as you were quoted. Twice the amount of the price of the figure. On the other hand I have purchased from Tank-Modellbau.de and rctank.de and their postage prices, the last time I looked were reasonable.

Got to say thats expensive I am a authorised retailer for Asiaam products and have built up an excelelnt relationship with Tam the owner.
I can get £300 worth of goods delivered here for 18 euros. So im a bit taken aback with the postal costs you were quoted.

you are an retailer. are you sure that you have the same conditions as a customer?.
i see this problem from the other direction.
i play 28 mm tabletop. if i take a order at manufacturer of miniatures in uk and the shipping cost to germany are under 20 euros it is an cheap shipping.
in some cases i order the same miniatures in the USA because the shipping cost from the retailer in the USA are cheaper then from the manufacturer in the UK.
