HL smoke unit not working

Wonder if anyone can help me with this one. I bought an HL Tiger 1 from ebay and it arrived today. All controlls seems good (apart from a missing tank antenna, bottle of smoke oil >:() but the smoke unit wont put out any smoke. You can hear the smoker motor running and feel the air puffing out of the pipes but it wont generate any smoke no matter how much oil is in it or how long you leave it running. Ive tried draining all the oil out then topping up gradually and tipping the tank to make sure its fully getting into the unit.
I assume whats happening is the heating element isnt getting hot and therefore not vaporising the oil. Im sure i saw them on ebay earlier this year but a quick look today couldnt find any in the UK at reasonable prices.
I was hoping to have this new Tiger chucking out smoke like Buncefield Oil Refinery. As its new i've contacted the seller to see what they advise but i'd rather not have to go through the hassle of returning a whole tank via post just for an iffy smoke unit. The rest of the tank is fine and it has the longest BB range of any tank i've owned.
So question is, is it worth trying to repair it myself or if I replace it how much do they cost? I'll suggest to the seller that if he knocks the price down by a similar amount (taking into account the missing antenna & oil bottle) i'll sort it myself. I plan to open and upgrade the Tiger heavily so any warrenty will be out the window by the weekend anyway.
