need input for an idea I have

Ok, so here's the deal. I have a steel turkey silhoutte that I pull across the ground, it has a plaster of paris head that when the shooter hits it, it explodes. This is good, but I'd like to have it better, more life like scenario.
I want to have a tank chassis underneath to carry the steel target. It needs to be able to withstand a 20 ga. shot at 20 yards. So, steel tracks, gears, rollers and frame. Length of about 12", width of 10-12", height 4"+/-. So, 1/10 or 1/16 scale size. I need weight in the chassis to keep the center of gravity low and with stand the blast without falling over. I would also like to have servos to operate the head and tail feathers. I imagine the chassis will need to be custom built. Probably brushless motors(?) as it does not need to move fast, but will be heavy. Looks like at least a 4 channel receiver, range of 100yards.

I have access to a metal shop, so fabrication is not an issue. I just don't have the background.
