I would remove that wire from the case, it serves NO purpose apart from causing an easy short.
I have many many motors with the little "red dot" and none of them have a wire to the casing. Low voltage motors don't even need an earth on the motor casing.

The only time the capacitor (The red dot) is connected to the case is when there are two or three capacitors. And only then it's the capacitors that have one leg connected directly to the case. But do not remove that red dot, that protects your control board from motor feedback.

A couple of examples of how capacitors should be connected to the case. But not with just a single capacitor like our tank ones.

Hopefully the capacitor on that motor is ok. Motors that change speed or direction can burn out control boards, even perfect running motors. They cause a feedback to the board which can fry the circuits. That's why they put that capacitor there between the contacts to help smooth out the current.
