I use Windows Moviemaker, use the editor to get the video looking how you want it eg add effects, transitions, titles etc. Then add the music files you want to the project. Then simply drag the music file to the soundtrack bar. You can cut the sound clip to match segments etc, and add different sound to each segment. It is a simple drag and drop operation.
The only problem I get is that if I am using my fav music to add to a segment then I have to ensure that the play time of the video segment matches the length of the sound track. There are two options, either edit the video so that it ends when the soundtrack does, or select a break in the soundtrack and match up the video/segment end point, or alternatively you can fade the movie/music in or out.
It can get a bit fiddly especially if you are using say your favourite MP3 music, as matching the two up exactly gets to be quite a challenge. It can be done though.

yep ive made about 300 videos (mostly short things) on there all on my pc, only a few ive put up on the internet.
Movie maker is really simple and good to use. I used to make many videos with my friends, of gun fights and stuuf. i took the sounds from games and put them in on top.
cheers,
Matt

Youtube have beenĀ muting any vids with soundtracks that infringe copyright so be careful of any soundtrack you use.
