In hobbyking there is the 9xr pro at 25€
Just get my second one ... Two days ago was at 98€

I assume these connect to the IBU type boards? Or do I need a receiver too?

They're compatible. You'll need a transmitter module and receiver for these to work. They're sold on hobby king for about £25
