I am thinking of buying a standard Heng Long Leopard 2A6 tank which I will later convert to a Taigen full metal chassis version. I understand the HL comes with a transmitter where the RIGHT stick controls the throttle and steering. I already have a couple a Tamiya tanks and wonder if it's possible to convert the HL setup to work the same as the Tamiya with throttle on the LEFT stick and steering on the RIGHT stick.

In all my years in this hobby, I don't believe anyone has ever asked that question before. The usual one is how to convert the Tamiya to Heng Long style control, which can be done very easily.

The HL doesn't work on standard RC signals, hence there is no way to swap channels around as far as I know. Theoretically you could pull the tx apart and swap wires around, but I have no idea as to whether it would actually work.

I understand Wibb's astonishment. To get an arrangement on the Heng long like that, you will have to bin the Transmitter and the MFU. Then you'll need a (minimum) 4-channel Transmitter (6-is the norm) with compatible receiver, and an aftermarket MFU
(Clark, Elmod, IBU2 etc..). Then you'll have to juggle with the channels, or even Mode settings, to achieve the orientation you desire. You'll also have to ensure that the TX has self centering toggles, as the ratchet job found on Aircraft controllers is bad news for
controlling tanks/ cars etc...
