Argh I wrote a detailed post and I lost the internet connection and all that I wrote! Damn it.
First of all I had no exact measures, It looked good to my eye, so thats enough for me, and unfortunatelly I have no one unfilled. I measured like ten and the measures are 5cm x 3cm. That's when filled.
-Well, again: First of all get some clothing and cut it in rectangles. (notice you need to cut those rectangles a bit bigger like the measures that I gave you. Lets say 6mm more or so.
-Then saw it together at the bottom and on the sides.
-Now put the inside out,
-Boil a glass of water with coffee or tee and sink the sandbags there for a day or so.
-Take the sandbags out of the water and let it dry for a day.
-Do a very quick was with tap water when using coffee (to remove smell) less than a second its enough
-Wait for another day until the sandbags are dry.
-Fill the sandbags with completelly dry sand
-Saw the open end, or tie it with a rope like I did in my sherman (See photos)
-Paint the sides a bit more with some paint with thinner.
Now some ilustrative photos:
I glued all the sherman sandbags over a piece of green cloth with hot glue so they wont fall. The sand bags are attached to the hull with the rope.

Hope it helps. Dont worry too much about the scale, if it looks good to you, should be more than enough.
