can you test the functions of the board with out having the motors plug in

Try it and see what happens. I would imagine you can.

Make sure you check polarity first. You have to make sure everything is correct or the board will be damaged. Remember the Elmod doesn't use the Heng Long power cable end. You can setup the motor rotation without having the radio and Rx turned on by pressing and holding the black button on top of the board to calibrate the motors. The polarity of the motors doesn't matter. Just right and left must be connected to right and left.

You can also test the machine gun and main gun without powering up the motors.
