HL King Tiger Will Go forward and Back but Won't Turn!

I drove my tank for half an hour today, on grass and concrete. It drove fine and i was having a good time scaring tthe neighborhood dogs being walked...until i turned it off then back on, and now it will go forward, will go backward, but it wont turn! I measured voltage at the motor connectors they do not get voltage when the lever is pressed hard left or right for a turn nor when they are pressed diagonally for the turns..it will only go forwards and back thats it!
I charged and replaced the transmitter battery, charged the tank battery. Held the antenna of transmitter close as possible. I just don't get this issue, if the board were fried wouldn't it just do nothing? I will replace whatever it is but i have no idea what to replace...the transmitter? The circuit board? The motors? does anyone know what can the problem be and how do i test to find out?
It is a non- S and S model, here's a picture of my board front and back...


By the way if you have this same circuit board and need one..it is called the TK01 or TK-01 board. It is the same one used on some of the HL 1/24 scale tanks. As of now they have them here for very cheap. Choose the 27 Mhz one (it says on the back of your transmitter on a sticker what it is)
