All the years I have been cutting panels out of Tanks I have never known which is the right side to do it from, I have always tried to do it from the wrong side out but am I right?

I think he meant whether you cut from the outside or the inside.

Best to cut from outside so rough edges are inward facing. Better still, cut hatches using the thread method (ie from both sides) for a cleaner cut.

I think it depends on why you are cutting them out - if its to fit replacement metal hatches then cut from inside as its the opening that's being kept, but if you are opening up the hatches and re-using them then cut from the outside to preserve the hatch detail.
