Sounds like the TX or controller is not bound to the reciever.
Normally when the bind process is completed the flashing light is a solid light.
Read the bind instructions again and go through the steps. Make sure you have well charged batteries.

If this is the same 2.4GHz Tx/Rx forum members talked about for Torro/Heng Long in other threads, then even though the translated Chinese manual instructions can be difficult to understand, from what Kevin posted in another thread (
here, shown below), it sounds like you are doing it correctly.
Option Transmitter : Setting code instruction as below :
1.Open the function key which Machine gun reality sound switch .
2.Open the the function which power switch.
3.Open the tank switch .
after above function finish operation, the key for indicator LED light will be blink flash, after around 5 minutes,
the blink light will be president of bring light, take the function key which Machine gun reality sound switch to
original position.the setting code pairing is successful .
Have you made sure to wait at least the full 5 minutes or more, without doing anything else, just after completing the binding process?
Could possibly be a bad Tx or Rx if you have carefully followed the steps many times without a successful binding.
Even though this doesn't seem like it could help at all (if it doesn't it's a waste of one day), one method I always try with electronics that are acting a little flaky, which sometimes did fix the issue:
- 1. Turn the power Off for everything.
2. Remove batteries from everything.
3. Wait at least 24Hrs.
4. Insert fully charged batteries back into everything.
5. Repeat the earlier failed procedure carefully in the proper order again.
I doubt the above method will work, but it's worth a try if everything else you try fails to bind them.

Excellent video find, I searched Youtube for something similar but came up empty.
However, the video demonstrates the actual 4 step sequence for binding that the instructions above already show, the "extra" switch flipping is done after the bind to turn on the tank.
1. He flips the gun switch on right side of Tx.
2. He turns on the Tx, we immediately see the Tx red light blinking rapidly.
3. He then turns on the tank switch, where the tank headlight starts blinking.
4. He then flips the gun switch on right side of Tx back to the original location to complete & save the binding process.
If you notice in step 3 above, just after the tank is turned on, the Tx red light stops blinking within a second or two, so the binding to the Rx has completed. He then flips the TX right side gun switch back at that point to complete the binding, & the last flip of the Tx left side switch is to turn on the tank. The tank does turn on, so it shows that the binding was successful.
Video is still extremely helpful to show exactly how the binding process should be done.
