Plain old Elmer's glue should be fine, but Titebond is probably better.

Tried different glues and found gorilla glue , in a small puddle with a pair of tweezers to hold the leaves whilst dipping them gave good results . The glue takes quite a long time to harden in a small puddle whilst it hardens quickly when in contact with the branch ( you know all this I suppose)
I used some small branches which I picked up whilst walking the dogs ,
