I wonder if you have access to drill bits or reamers or even a round file that would get you close to that 10.3mm hole? Try making a hole in a piece aluminum with enough thickness with a slight chamfer and perhaps some heat and fitting those caps to change the shape. With the new ones ordered, you have nothing to loose. If it were me I'd make a test hole that is that 10.3mm and my shaping hole with chamfer slightly larger. The covers diameter that supposed to fit in is 10.50mm
Thats quite alot in all fairness,I use to work at a machine shop and if I was there I'd put them in a lathe but I'm not anymore,but I don't think they will tap in without causing damage to the tank.

Lol it's all good mate I was just having a moan is all,still can't believe they messed up but meh I will get my money back one way or the other.
