Spray the skirt plates off the tank with a matt sealer.
No need for flash hobby grade stuff, there must be a shop near you that caters for home artists that like to paint portraits etc.
There is a product in aerosol can used to seal paintings.
I use a matt seal and its fantastic.
Once dry, THEN wash over the paint.
Im taking a guess at the spots of dirt on the tank being just as simple as tamiya Flat Earth XF-52 speckled on by blowing paint off a brush at a distance from the surface ?

Took the same light brown which matches the lighter lines on the tank, between the olive green and chocolate brown.
I mean I looked for a Humbrol colour which came close.

Made the paint more liquid with terpentine, used a stiff brush and while going through the end of tge brush, making the mud splatters.

Saw some vids on youtube in which the splattering is done with an airbrush blowing through the wet brush.
But I did it with my fingers and the results are good enough for me

One more remark, on the road wheels there are more mud splatters than on the hull and turret of course.
I made some more splattering on the Schürzen too, to match the wheels a bit. No clue if this could be realistic or not....I just like it better that way.

Made an attempt to get the commanders hatch a bit more realistic.....at least that's what I tried
