Imgur was already forced to have controls for under 13's because of the US Federal COPPA regulations:

The have failed to read / comply with UK regs requiring protection for under 18's, which I see section 9 of that FTC document also acknowledges as a problem:

Imgur doesn't want to comply because they have a bunch of meme pics that are not child friendly. They know that putting blocks in will reduce traffic to their site.

less about filtering the content, more about how their consumption of it can be exploited by others...
The ICO does not enforce content standards, Ofcom is the UK body responsible for regulating content on the internet under the Online Safety Act.At this stage, we are investigating whether there have been any infringements of data protection legislation.
