OP Config will tell you if you're connected or not (green icon in the lower right). But yes, that is the LED behavior on the board when a connection has been made.

Please try a Snoop connection (on the Firmware tab of OP Config, click the Snoop button). What does the TCB report? Does it say it is waiting to detect a receiver, or does it say that it found one? In the latter case it will also tell you what protocol it detected (PPM, Sbus or iBus).
