The 'limit' matter works in reverse as well. That is, some accounts, I assume all of them at least initially, are set up to receive a limited amount until the account of the recipient is enhanced to receive an amount above the initial limit. I had the experience of attempting to transmit 3000 euro to a friend, only to be told the recipient's account could not accept that level of funding. I incrementally reduced the sending amount until the 'sweet spot' was reached. A modification of the recipient's account later lifted the the lower limit of allowable received funding.

A friend of mine suggested that it's about money laundering, and various steps that banks and governments are taking to try to combat such things. That's why in England, we can't pop to a friend's bank and put cash into their accounts with just knowing their account details needed to pay in.
That became a pain as I was forever putting cash in their account for them to pay for things online on my behalf. Can't leave a paper trail for the missus to find

As Dave at Forgebear said, it's just PayPal checking you are good for your limit, a small inconvenience for the free service and financial insurance they provide. What does frustrate me is their repeated emails telling me to have their credit card. No, l don't need one!

Oh yeah, and some starting with "Congratulations," like you should be honoured to get their credit.
I just hit delete. I was thinking of marking it as spam, which is what it is. But I still want to receive the other, legit messages from them.

A purchase using PayPal on eBay is getting ridiculous.
Get a message from eBay confirming the purchase.
Get another from the vendor confirming the purchase.
Get another from PayPal confirming my purchase.
Get another from PayPal telling me I'm close to my sending limit.
Then later, get another from PayPal to review my latest transaction.
Then a day later, get another from PayPal offering PayPal credit.

Why not then ask PayPal to increase your spending limit? I assume you are clearing your debt each month so you get your full limit available again. If not then you are paying a silt high interest rate!

Oh no, I don't have PayPal credit, I would never have credit, the only credit I've touched is a mortgage. All this is about a sending limit, not a spending limit.

I remember years ago (early 2000's) having to verify my account, when the gov started cracking down on money laundering.

I had to do the credit card pin thing and prove my ID by sending the a copy of a photo ID (passport, drivers license, etc). Problem was I couldn't just scan or take a pic and send it to them via email, I had to fax it to them. I'd never used a fax before (or since) had to go to the library. You'd think a large online company would have some sort of separate secured email system to except attachments.
