Depends on the multimeter, unless it cost megabucks it won't accurately display a voltage spike, the only ones that will do that are the super accurate ones that have the ability to freeze the display at the peak voltage detected.

Tank boards have surface mounted resistors, they will either restrict the current to 5v, or not pass current at all if they have failed. Are you sure that you are measuring the correct pins?
