What the heck is this eBay item ?

Good evening,
I was looking through a Birthday present, vol 12 of 'aero' Armor Series and read the chapter on the newer Marder and was wondering where I had seen something similar just recently. I remembered this thread then. The creation shown is a combination of a HL type Tiger 1 upper and what closely resembles a 1/16 Marder type chassis. The resemblance is amazing, right down to the road wheels and the tracks. The Marder sprocket is studier looking and it has one fewer set of return rollers. The last set of road wheels seems to make up the idler on this beast' chassis.

The lower can be used for VK3001(P) since it is a little smaller than 1/16 ?
