Yes that's a scratch built tank by one of the other tankers, and Woz correctly points out that it isn't an Elefant. It is based on a Sturer Emil details which you can find here:

Anyway I believe it is based on Tamiya Tiger I running gear, it is quite a formidable tank in IR combat.
