I have a brake pipe bending and flaring tool at home. I'm pretty sure it could be used to create the sort of bends use in the jaw-dropping steam engine.
Here's video of a Techy guy (sometimes appears on TV in car restoration vids..) demonstrating his brake pipe bending prowess.. :)

A warning about buying a cheap Chinese Indexing/ Milling/Drilling machine,
Do make sure that all the Tools that make the thing a viable proposition are available,
I think I have now got everything I need to make this a goer but it took a lot of searching and it was a case of one thing there and another thing elsewhere,
I could not find a source where all the accessories I needed were on sale.
If anyone does know of such a facility do let us all know.
