What does a track tensioner do?

Im not being funny but surely it allows you to add tension to tracks.

Tracks that are too tight can be more prone to breaking and loose tracks can come off. I don't know what the link points to.
Different models I imagine have different issues and metal or plastic tracks will also have an impact.
