Resize to 640 x 480.

There is a free program for Windows called Irfanview, which also includes a batch processing function. Just highlight all of the pics you want resized and click.

If you use Linux then GIMP is a very comprehensive free photo editor, it will also run under Windows, and like all Linux software, it's free. It needs to be told to export as jpeg though as it defaults to png format.

If you have the paint program ( I think most pc's come with it built in ) it lets you see the dimensions of the photo on the line below the photo, then resize your photos easily and if you save the resized picture and open it with paint again it will show the new dimensions you reached. you just have to be careful not to save a picture you sized to small because when you resize back to a larger dimension you will loose detail. If you do have the program on your computer and want to try it out first copy and paste the copy into your pictures file and open the copy with paint and use it to see how paint works. that way you save your original. Paste several copies so you don't have to go back, every time you save one of your test pictures that comes out wrong, and do the copy and paste thing again.
Paint also allows you to print words, descriptions, and various other things onto the picture. If you have the program give it a try.

I use this:

http://pixresizer.en.softonic.com/

Very easy to use. Can resize individual files or all files in one folder.
